What is the deception, believe the billions of working poor remain poor?
I make two assumptions:
One of them, are good people in the majority.
Two, we do something wrong.
My theory is people think, a good scam. The fraud has hurt thousands of millions of working poor. What is the scam, who believe we all think, even poor workers?

I'm not sure I understand your question, but I think the scams are everywhere, if you're thinking. Only bad people want to make the money of others, but I feel hurt me badly for these people.
